The Telangana High Court has issued an interim stay on the Kalyana Lakshmi and Shaadi Mubarak schemes, which have served as financial security for poor and middle-class families during weddings in Telangana, creating widespread discussion across the state. The High Court issued orders temporarily halting the financial assistance provided by the government to eligible young women for their marriages. The court also stayed the implementation of eight previous government orders related to the execution of these two schemes. It ordered that no payments should be made to beneficiaries under these schemes until the next hearing.
Why was the stay imposed?
Lawyer Vijay Gopal filed a petition in the High Court questioning the constitutionality of the Kalyana Lakshmi and Shaadi Mubarak schemes. The petition primarily highlighted the fact that these schemes are being implemented through government orders rather than a special enactment passed by the legislature. During the previous hearing, the court had directed the government to explain its stance and submit a counter-affidavit with full details. However, because the government failed to file the counter-affidavit within the stipulated time, the court issued interim orders. In this context, Justice N.V. Shravan Kumar issued an interim stay on eight government orders concerning the implementation of these schemes and adjourned the next hearing to September 9.
Crucial schemes for poor families
The Kalyana Lakshmi scheme was launched in Telangana in 2014, with its primary objective being to provide financial assistance for the marriages of young women from economically weaker families. Concurrently, the government implemented the Shaadi Mubarak scheme to reduce the burden of wedding expenses for poor families belonging to minority communities. The goal of these schemes is to provide some financial relief to poor families by offering a lump sum of financial assistance at the time of marriage. Thousands of families across the state have benefited from these schemes since their inception. Marriage is a significant milestone for every family, and with wedding expenses posing a major financial burden particularly for low-income households, the government's financial assistance has served as a welcome relief.
Financial assistance has increased over time
The financial aid provided under these schemes has increased over time. Initially set at Rs. 51,000, the assistance was later raised to Rs. 75,116, and subsequently increased to Rs. 1,00,116. A provision for providing up to Rs. 1,25,016 specifically for young women with disabilities is also in effect. The continuation of these schemes despite a change in government indicates their social importance. The current Congress government has already announced that it will continue the Kalyana Lakshmi and Shaadi Mubarak schemes. Ministers have clarified that budget allocations and legislative approval for these schemes are in place for the current financial year.
Anxiety among beneficiaries
The High Court's interim orders have caused anxiety among poor families who have already scheduled weddings. Families counting on the government's financial assistance for wedding expenses are now forced to wait for the court's subsequent decision. This development is likely to pose further difficulties for families whose wedding dates are fast approaching. Those who have already applied are awaiting a government announcement for clarity on when they will receive their financial assistance. However, these orders do not constitute a permanent cancellation of the schemes; the court has currently issued only an interim stay. Minister Ponnam Prabhakar stated that the government is attempting to file an appeal before a division bench of the High Court to have the stay vacated. He clarified that the government has no intention of stopping the Kalyana Lakshmi and Shaadi Mubarak schemes and noted that authorities are examining the legal aspects necessary to continue them. Official sources are reportedly reviewing whether the previously issued government orders have adequate legal protection.

During the hearing of this case, the Telangana High Court also raised questions regarding the state government's financial priorities. Specifically, the court inquired about issues such as the compensation owed to families who lost land due to government land acquisitions versus the allocation of funds for welfare schemes.
