GHMC Administration Goes Off Track: Arbitrary Surrenders and Irregularities

Administration in GHMC is reportedly going off track, with mounting criticism over arbitrary staff surrenders, unexecuted orders, and unchecked financial scams.

Hyderabad, Trinet News, September 20: Criticism is mounting that administration is going off track in the Greater Hyderabad Municipal Corporation (GHMC), the largest of the three corporations providing civic and emergency services alongside development works to meet the needs of people within the core urban region. Arguments are heard that the duties of higher officials are confined merely to meetings, reviews, and issuing orders. When even the orders of the municipal boss fail to find implementation, one can gauge the plight of common citizens' appeals, requests, and petitions. Even though a series of irregularities, malpractices, and scams have come to light in GHMC over the past two years, and despite vigilance clearly specifying the details of responsible officials and staff in reports following the commissioner's orders for inquiries, the failure to take action against them has become a subject of discussion. Even when an issue surfaced where a total of Rs 136 crore in funds was paid to contractors by making double payments for the same work, the commissioner's act of merely surrendering the concerned department head to their parent department instead of taking action against the responsible parties also became a hot topic.

At the zonal level, the orders of Zonal Commissioners, who oversee administration, development, and civic service management in a limited number of circles, also lack any backing. Some GHMC staff openly state that administration in the circles has become much worse. Specifically, although Zonal Commissioner Uday Kumar issued written orders on July 13 transferring a union leader working as a superintendent in the audit section of the Golconda zone to the Goshamahal circle within the same zone, they have not been implemented to this day. The said union leader and superintendent is reportedly continuing to discharge duties in the Golconda zone audit section.

Arbitrary Surrenders in MMC

There are allegations that a senior assistant working in the Hayathnagar circle under the Malkajgiri Municipal Corporation limits was surrendered to GHMC without any valid reasons. Alongside this episode, it is learned that a union special officer lodged a written complaint on Wednesday with Special Officer Jayesh Ranjan regarding unauthorized transfers, surrenders, and officials failing to vacate their seats despite being transferred across circles in Cyberabad and GHMC. It remains to be seen how he will respond to these affairs.
